Lucas Issacharoff is Of Counsel in Lieff Cabraser’s New York office.

Prior to joining Lieff Cabraser, Lucas was an Assistant U.S. Attorney in the Southern District of New York within the Civil Frauds Unit. As an AUSA, he investigated numerous False Claims Act cases. His cases include one of the largest ever FCA jury verdicts. Following a four-week trial, a jury found Omnicare, Inc. and CVS Health Corporation liable for improperly submitting prescription drug claims to federal healthcare programs, ultimately resulting in a total award of $949 million to the government. He also investigated Gilead Life Sciences’ physician speaker program, which resulted in a $202 million settlement for violations of the Anti-Kickback Statute and the False Claims Act.

In addition to his work on FCA cases, Lucas handled civil rights cases, challenges to government programs, tax and bankruptcy claims, and tort claims. He briefed and argued five appeals, including multiple constitutional and statutory challenges to federal firearms laws and Administrative Procedure Act challenges to federal environmental regulations. He also conducted a civil rights investigation that led to a findings letter against the Mount Vernon Police Department for a pattern or practice of civil rights violations.

Prior to serving as an AUSA, Lucas was an associate at a leading litigation boutique, where he worked on a diverse range of cases including class actions and antitrust, employment, trademark, and commercial disputes.

Lucas is a 2014 cum laude graduate of Harvard Law School, a 2011 graduate with distinction of the London School of Economics and Political Science, and a 2010 magna cum laude graduate of Princeton University. Following law school he clerked for the Hon. Katherine Polk Failla on the Southern District of New York and the Hon. Reena Raggi on the Second Circuit Court of Appeals.
